The staff of the Chair of Accounting and Control is, first of all, a Scientific Accounting School, well-known in Ukraine and abroad, headed by the Doctor of Economic Sciences, Professor Frants Frantsovych Butynets.

The Assistant Professor F.F. Butynets established Zhytomyr Scientific Accounting School at the beginning of 1970 with an active assistance and support of his mentors-professors P.P. Nimchynov and I.V. Malyshev. Before the collapse of the Soviet Union, an active assistance and support were also provided by Professors of Russia M.G. Belov, E.O. Voznesenskiy, I.O. Lamykin, O.S. Narinskiy, M.Z. Pizengolts, Y.V. Sokolov, M.Y. Shteynman; professors of Belarus M.V. Dembinskyy, S.G. Ovsyannikov; Lithuania - K.Y. Anjan and many other famous scientists. In times, when Zhytomyr State Technological University (from 1994 till 2003 it was referred to as Zhytomyr Institute of Engineering and Technology) was the branch of the Kyiv Polytechnic Institute, in 1991 professor F.F. Butynets became the Head of a newly founded Chair of Economics and Production Organization. In 1994 the Chair was reorganized into the Chair of Accounting and Auditing, Chair of Enterprises' Economy, Chair of Finance and Chair of Economics. The Scientific School continued its functioning, and due to the support of the University administration (prof. B.B. Samotokin, prof. P.P. Melnychuk, prof. I.G. Grabar) started its gradual development.

Nowadays, Zhytomyr Scientific Accounting School is rapidly developing and is well known not only throughout Ukraine, but also in many countries abroad. The professional staff, with the insight of how to work under new economic conditions, makes up the prestige of the Chair as well as the University. Such well-known academicians as M.Y. Demianenko, P.T. Sabluk, M.G. Chumachenko considerably help our School. The School is supported by the chairs of other higher educational institutions represented by such world famous scholars as prof. Y.V. Sokolov (Russia), prof. M. Dobija (Poland), prof. T. Trifonov (Bulgaria). They promote organization of international conferences, publication of textbooks; give the possibility to our teaching staff to work on probation abroad. Besides, the assistance of the University administration is rather essential.

The Chair of today is a team of co-thinkers, friendly and humane community, where the youth has an opportunity for further development, solution of complicated tasks and gaining new results. There are 24 regular members of the teaching staff and 15 part-time assistants working at the Chair. There are five Doctors of Economic Sciences, Professors; 14 Candidates of Economic Sciences (PhD), Assistant Professors; 4 Assistant Professors; 4 Senior Lecturers; 12 lecturers among them.

The common goal and objectives, acceptance of team values and norms, ability to work for accomplishing the common goal, mutual support, trust and frankness, knowledge and experience exchange, cohesion unite the members of the staff. Patriotism, reformatory initiatives, and search for the new modern ways of accounting theory development as well as the improvement of accounting and business control practice are considered to be the visiting card of our powerful and industrious staff. Members of the Chair staff are people with high level of proficiency; who can work for three. The Chair is the second "home" for them, and their job is their "alter ego".

The achievements of such cohesion became possible due to the will power, talent, experience, titanic work, superhuman diligence, and ability to direct and use the potential of the Chair's huge "organism" of the leader of our School, who created and headed this team - Doctor of Economic Sciences, Professor Frants Frantsovych Butynets. All his efforts and ideas he shares with the staff of the Chair of Accounting and Control.

FRANTS FRANTSOVYCH BUTYNETS, Doctor of Economic Sciences, Professor, Distinguished Science and Technology Leader of Ukraine, member of Ukrainian Academy of Economic Cybernetics, Distinguished Professor of ZSTU, Honorable Student of Education and Science of Ukraine, Member of the Auditing Chamber of Ukraine, Certified Auditor and Licensed legal expert was born on November the 4th, 1938 in Bolyarka village, Zhytomyr Region. He graduated from Kyiv Institute of National Economy named after D.S. Korotchenko. In 1970 he defended the thesis for obtaining the degree of Candidate of Economic Sciences, in 1986 he defended the thesis for obtaining the degree of Doctor of Economic Sciences on business control and governmental control. He had been working as an accountant, accountant-inspector, instructor-inspector, controller-inspector of the control and governmental control administration of the Ministry of Finance of Ukraine, Chief of the Department of governmental control and finance of Regional Administration of Agriculture since 1957. Since 1970 he has been working as a lecturer. He has been working in ZSTU as a Head of the Chair since 1991. Due to his active participation the Faculty of Economics and Management has been established in 1995. Frants Frantsovych was the first Dean of the FEM. In 2000 four Chairs were established on the basis of the Chair of Economics, Accounting and Auditing, including the Chair of Accounting and Auditing, which were headed by him. In November 2003, the Faculty of Accounting and Finance has been separated from the FEM. Frants Frantsovych is an author of more than 200 scientific papers, including over 60 textbooks, practical and studying materials, and manuscripts with the total size of more than 800 printed pages. He is a founder of the Scientific Accounting School in Zhytomyr State Technological University. Over 30 theses for obtaining degree of Candidate of Economic Sciences have been defended, and over 15 manuscripts on theoretical problems of accounting have been published under his supervision. He is a member of Specialized Scientific Board on defense of the theses for obtaining the degree of Candidate and Doctor of Economic Sciences. He’s a member of Scientific Board of ZSTU.

Our Chair is well known all over Ukraine and abroad because of the annual all-over-Ukrainian and international conferences devoted to the urgent problems of economy, accounting theory and practice, control, auditing and analysis development, taking place on its basis.

Holding of such kind of conferences in Zhytomyr is an objective phenomenon, because our town may be referred to as the center of scientific accounting thought in Ukraine. It is the place where people are not indifferent to the processes taking place in Ukraine in the sphere of accounting and auditing. They are interested in development of new approaches to solving problems of national auditing. Moreover, it is an old tradition to hold meetings of scientists and high-level practical experts in Zhytomyr, because it was Zhytomyr, where the first forum of lecturers in former Soviet Union on problematic issues of business control and governmental control took place (1974).

A good tradition of our Chair, established on the initiative of Professor F.F. Butynets, showing students' honor and respect towards their tutors, is holding of the Winter Readings devoted to the ideas of prof. I.V. Malyshev and P.P. Nimchynov - the founders of Ukrainian scientific accounting school. This activity teaches youth to respect their mentors. While holding this activity, guests, professors, lecturers and students make speeches as well as take part in the intellectual contests.

The Sixth International Scientific Conference "Scientific Research in Accounting, Control and Analysis Sphere: Theoretical and Practical Importance and Directions of Further Development" - October 18-19th, 2007.

До річниці створення обліково-фінансового факультету з 25 жовтня до 4 листопада 2005 р. планується приурочити приїзд професорів із Білорусі, Болгарії, Польщі, Росії, США, які виступлять перед студентами та викладачами університету з лекціями, присвяченими актуальним проблемам теорії і практики бухгалтерського обліку та контролю.

The remarkable event in the life of our University and Chair was presentation with testimonials of University Distinguished Professors to Professor Y.V. Sokolov (Russia) and Professor M, Dobija (Poland) on March 18, 2004 on the occasion of the University's anniversary, as well as for the merits and fruitful collaboration with the Chair of Accounting and Control of the ZSTU in the sphere of accounting.

In July 2004 prof. T. Trifonov (Sophia, Bulgaria) had been visiting our University for a week; he studied our experience of scientific specialists training.

The value and basis of scientific research of the Chair is not only its staff but also its educational basis, i.e. its library and computer informational base.

Scientific library

The Chair's library comprises over 6 thousand editions of special educational, scientific and practical literature, published in Ukrainian, Russian, English, Polish, Czech, Bulgarian, French, German and other languages during 1845-2004. Every week the library is enriched with new editions. Besides, there are filings not only of modern specialized accounting, analysis and control magazines, but also periodical accounting literature that dates back to the year of 1888.

Frants Frantsovych Butynets played a decisive role in the library establishment; he gratuitously contributed the Chair's library with his own manuscripts and manuals, collected by him for years. Due to the cooperation and friendly relations with the libraries of Ukraine, Russia and Belarus our library is constantly enriched with the new literature. Besides strengthening and establishing relations with other countries, staff of the Chair obligatory brings relevant accounting literature from other cities. The staff of the Chair is sincerely grateful to professor G.G. Kireytsev as well as to the widow of professor O.S. Borodkin, Assistant professor V.O. Ozeran for supplying our library with valuable literature.

Informational base

The informational base plays an important role in scientific research of the Chair. It is famous all over Ukraine and was created by the efforts of Zhytomyr scientists. It is an electronic catalogue of editions, where one can find the systematized data on publications in accounting and control from different countries of the world for the last two centuries. It also provides fast search and processing of the information needed.

The process of the Chair's informational base formation has begun in 1997 and it still continues. The structure of informational base is rather diverse. It is presented on the scheme below:

Besides, the data on contents of collections and theses of scientific practical conferences, and scientific magazines (about 200 items) has been collected in the base. The perspective way of the informational base development is the establishment of the database with book- and thesis contents (contents of 1500 books and 96 theses have been already included into the base).

The Chair is provided with computer technologies and up-to-date software; the computer class of the Chair includes 25 computers linked into the local net and connected with the global net-Internet.

A considerable achievement and idea realization of the teaching staff is publication of the studying methodical literature, which considers true facts and changes in the present state of the Ukrainian economy. Since 1996 the Chair has been preparing specialists using only its own manuals, studying-books and methodical workouts. For the last few years the Chair's staff has published 12 manuals and 36 studying books, which are used not only by the students of ZSTU, but also by the students all over Ukraine. Our students are well provided with lecture courses and collections of tasks in all the subjects.

Enthusiasm and persistence of the youngest Chair of Ukraine combined with experience and energy of a skilful leadership makes it possible to issue 4-5 manuals and textbooks annually. It is not only literature in accounting, analysis and business control, but also in business English and Polish, fundamentals of business, world business, methods and models of decision-making, art of carrying out negotiations with accountants' participation. Easiness and intelligibility of the material are the main peculiarities of our editions, which make them popular in Ukraine and abroad. No other chair in Ukraine with relevant direction has such a number of manuals published by its own forces and recognized all over Ukraine and abroad, and which have been approved in the course of years in the teaching process.

The desire to carry extraordinary and new thoughts to the wide scientific public has been realized in 11 manuscripts, hundreds of articles and theses of scientific conferences reports. Publication of 2-3 manuscripts, and defense of 4-5 candidate's theses annually is a common thing for the Chair. All these facts influenced the establishment of post-graduate course and course for obtaining doctoral degree.

The scientific journal "Visnyk of ZSTU. Economic Sciences", published due to the united efforts of lecturers and students of the Chair, was recognized by the Higher Attestation Commission of Ukraine as a scientific publication.

Lecturers of the Chair work on probation and collaborate with Zhytomyr auditing firms in order to improve and raise their qualification. They give consultations to accountants of enterprises of different branches (for example, such domestic enterprises as public limited company "Lionotex", private limited company "Novokramatorskyy mashynobudivnyy zavod" and others collaborate with us and carry out auditing of enterprises' activity.

The Chair pays much attention to the work of accounting and auditing specialists who should be responsible for the prestige of an enterprise where they work, they should meet the requirements of current legislation avoiding penalties and over-expenses. That's why our students are prepared not only for routine calculations. Nowadays, almost all our students are employed, occupying positions of accountants, chief accountants, inspectors, auditors, financiers, economists, accounting experts, councils on economic questions, financial managers, leading economists in taxation bodies, control governmental control board, state treasury, financial and crediting establishments, as well as lecturers in higher educational institutions of I-IV levels of accreditation.

23 accounting disciplines and 5 specialties are being taught at the Chair. From the very first course of studying the emphasis is made for students to obtain practical skills of work with special literature, work with computer technologies, and Internet, using searching systems. Students are taught to work with programs "1C: Byhgalteriya", "BEST-Pro", "Finansy bez problem", "Galaktyka", "Parus-Pryedpriyatiye" and others.

Particular attention is paid to patriotic education of youth, promotion of national traditions, because our "Hypocrite's Oath" is to form intellectual accounting intelligence of the nation, to maintain the values of national accounting system, to increase the prestige of the accounting profession and knowledge.

Each member of the teaching staff has an opportunity to choose tools, methods, and forms of teaching attending meetings of Methodical Club, which take place every month. Issues on fairness of student's knowledge evaluation as well as problems on holding lectures in such a way that students enriched their professional knowledge and developed mentally are being discussed.

In spite of the fact that the main direction of the Chair's activity are the problems of accounting and business control theory and practice, much attention is paid to advance learning of foreign languages such as English, Polish, Bulgarian, Czech, German, French.

The Faculty of Accounting and Finance was established in November 2003 in ZSTU. It consists of the following chairs: The Chair of Accounting and Auditing, Chair of Finance, Chair of Economics (3 out of 4, established after division of the Chair of Economics, Accounting and Auditing in 1998). Candidate of Economic Sciences, Assistant Professor O.V. Oliynyk headed the Faculty. Sub-deans of the faculty are the students of the School, candidates of economic sciences I.V. Zhygley and M.M. Shygun.
